Adjunct communication professor Tracy Westen was quoted by the San Diego City Beat in a Sept. 14 article about a local television station's decision to air a program in support of a ballot measure.

Depending on how the program is executed, it is possible that the network will be seen as giving a candidate special coverage, Westen said.

“I’ve never heard of a TV station devoting a program to the collection of signatures," he said.
