Shashi Tharoor is the Under-Secretary-General for Communications and Public Information. Mr. Tharoor's United Nations career began in 1978 on the staff of the United Nations High Commissioner for Refugees (UNHCR) in Geneva. He was Head of the UNHCR office in Singapore, from 1981 to 1984, during the peak of the Vietnamese "boat people" crisis. From 1991 to 1996, he led the team responsible for the United Nations peacekeeping operations in the former Yugoslavia. In 2003, the Secretary-General named him United Nations Coordinator for Multilingualism. The Public Diplomacy Working Group is a joint initiative of the Annenberg School and the School of International Relations.
